Voiceover is a Citizens panel of around 1,200 local residents recruited to be representative of the wider population, who have agreed to respond to several survey each year.
If you would like to join the Voiceover Panel please complete the recruitment questionnaire.
You will be emailed around three times a year when a new questionnaire is ready to be completed.

What is Voiceover?
Voiceover is the name given to Middlesbrough Council's citizens panel.
What is a Citizens Panel?
Middlesbrough citizens panel is a sample of around 1200 local residents, recruited to be representative of the wider population, who have agreed to respond to several postal surveys per year.
Who is on the Citizens Panel?
The panel includes people from all backgrounds and all areas of Middlesbrough. Residents are randomly selected and invited to join the panel. In order to keep the panel fresh, we regularly invite more residents to join the panel.
What do Citizen Panel members do?
Panel members complete approximately three questionnaires a year. They can choose to complete paper questionnaires that are sent to their home or electronic surveys on the Council's consultation portal. Each questionnaire takes approximately 15 minutes to complete and typically contains a number of different sections covering different issues. We also invite panel members to attend group discussions or workshops on particular issues that they have indicated they are interested in. Please note that as a Voiceover panel member there is no obligation to join these discussion groups if you do not wish to do so.
Why have a Citizens Panel?
The purpose of the citizens panel is to provide local residents with a chance to 'have a say' on issues or decisions which are important to their local community and the Council.
The citizens panel helps the Council
- Evaluate the services it provides
- Identify opportunities for improving services in the future
- Clarify Middlesbrough residents priorities
- Track the views of residents over time to see if opinions change
- Reduce duplication and consultation overload with local residents.
What happens with the results of the surveys?
The results of the surveys are analysed and results forwarded to the relevant Council service areas and external partners such as the Police, Fire Service etc. A report highlighting the key findings is circulated to senior council officers and elected members. Panel members are kept informed of the results of the surveys via the Voiceover newsletter.
Newsletters
Newsletters are produced for each Voiceover survey questionnaire highlighting the results of various consultations exercises that have taken place and what's happening with the panel. (Newsletters can be viewed or downloaded from the supporting documents tab within the Consultation Portal.)
