This panel is most likely to review topics that relate to those functions of the Council that are of major significance to the citizens of Middlesbrough, or matters of broader concern that might affect the inhabitants of the town.

Children's Trust Ad Hoc Scrutiny Panel

The purpose of this Ad Hoc Scrutiny Panel is to conduct a detailed review into the Children's Trust in Middlesbrough, which is known as the Children & Young People's Trust.

Children & Learning Scrutiny Panel

Responsible for undertaking the Scrutiny of all matters relating to Childrens Services (education, learning etc)

Community Safety & Leisure Scrutiny Panel

Responsible for undertaking the Scrutiny of all matters relating to community safety, crime and anti-social behaviour, community cohesion and leisure.

Economic Transport & Regeneration Scrutiny Panel

Responsible for undertaking the Scrutiny of all matters relating to regeneration, transport, housing infrastructure, culture and employment.

Environment Scrutiny Panel

Responsible for undertaking the Scrutiny of all matters relating to the environment and neighbourhood services.

South Tees Health Scrutiny Joint Committee

Responsible for the scrutiny of the south of tees health economy and areas of shared health interest between Middlesbrough and Redcar & Cleveland Borough Councils.

Tees Valley Health Scrutiny Joint Committee

Responsible for the scrutiny of the Tees Valley health economy and areas of shared health interest between Middlesbrough, Redcar & Cleveland, Hartlepool, Darlington and Stockton on Tees Borough Councils.

Health Scrutiny Panel

Responsible for undertaking the scrutiny of all matters relating to the Health Service.

Social Care & Adult Services Scrutiny Panel

Responsible for undertaking the Scrutiny of any issue in relation to social care. Themes which would be covered by this panel would include: social well-being, care facilities and personal social services.

The Overview and Scrutiny Board

The Overview and Scrutiny Board is the co-ordinating body of the Scrutiny process. Its remit is to allocate the scrutiny work programme to the various Panels, forward scrutiny reports for Executive consideration, be the recipient of call-in request and co-ordinate the call in process. From time to time the Board itself will undertake scrutiny of a topic. This is most likely to occur in respect of those functions of the Council that are of major significance to the citizens of Middlesbrough, or in respect of matters of broader concern that might affect the inhabitants of the town.

The scrutiny programme can be influenced by:

  • Executive Reports
  • Issues referred by the Executive in Advance of an Executive Decision
  • Government Inspections
  • Developments in Professional Practice
  • Members' Constituency Business
  • National documents can also inform the Scrutiny forward work programme.

These might include:

  • National Reports, Green papers, Consultation papers
  • Bills, Acts, Regulations

In accordance with the constitution, the Overview and Scrutiny Board must report annually to the Council on the working of the Scrutiny process during the year. The Scrutiny process must therefore remain accountable, in the same respects as any other department within the organisation.

In addition to Middlesbrough Council Members, board Membership also includes:

  • Two Parent Governor Representatives
  • A Church of England Representative
  • A Representative from the Roman Catholic Church
