Section 52 budget statements

moneyMiddlesbrough is required, under section 52 of the School Standards and Framework Act 1998, to prepare an annual budget statement before the beginning of each financial year.

Section 52 regulates the content of these budget statements so that they are prepared to a common format. Middlesbrough Council must make a copy of the whole statement available on the website so that it is accessible to the public. It is important that schools and others can compare funding so as to inform debate about budget levels and such issues as the balance of funding between primary and secondary schools.

The budget statements are intended to:

  • provide schools, parents and others with an interest in education with details about schools and Local Education Authority (LEA) funding and expenditure;
  • provide data for the Departmental Annual Report (DAR);
  • inform policy making;
  • inform the Treasury for monitoring purposes;
  • inform Parliament in its role of monitoring the Department’s accountability for public funds.
