Fixed penalty notices

Middlesbrough Council issues fixed penalty notices for offences under the Clean Neighbourhoods and Environment Act 2005.

The fixed penalty enforcement strategy sets out our procedures for using fixed penalties to enforce the the law around:

  • Abandoning a vehicle
  • Breach of a Street Litter Control Notice or a Litter Clearing Notice
  • Committing a night time noise offence from a dwelling
  • Committing a night time noise offence from a licensed premises
  • Dog fouling
  • Failure to comply with a Dog Control Order
  • Failure to display a conforming “no smoking“ sign in smoke-free premises
  • Failure to produce waste transfer documentation when required to do so
  • Failure to produce a Waste Carrier's Licence when required to do so
  • Failure to provide an Energy Performance Certificate
  • Graffiti and fly-posting
  • Littering
  • Offences in relation to waste receptacles
  • Parking offences
  • Smoking in a smoke-free place
  • Unauthorised distribution of free printed matter
