Privacy notice - parking and bus lanes

Who are we and what do we do?

In order to provide parking services, it is necessary for the Council to collect and hold personal information about you. The information collected and held will vary and depend on the nature of the service used.

What type of personal data do we collect and how do we collect it?

We may collect the following types of Personal Data:

  • Name, address, email address, telephone number, vehicle registration marks and supporting evidence required for parking permit applications.
  • Vehicle registration marks for parking and bus lane enforcement
  • Registered keeper details via the Driver and Vehicle Licensing Agency (DVLA).
  • Information and supporting evidence provided by motorists when making a representation i.e. a copy of blue badge, documentary evidence of loading, medical records etc.  

We may collect your Personal Data in a number of ways, for example:

  • Information provided in personal visits to the Customer Centre, in telephone calls, in emails and on paper and online forms.
  • Information provided as part of an application for a parking permit, these are both paper and online forms.
  • Vehicle registration marks are collected by a Civil Enforcement Officer and recorded in a handheld device and handwritten in a pocket book.  Civil Enforcement Officers also take photographs of vehicles.
  • By automatic number plate recognition cameras (ANPR) located on an enforcement vehicle and on bus lanes.
  • Information provided as part of a representation or appeal made against a Penalty Charge Notice.
  • Registered keeper details provided electronically and on paper via the DVLA, in accordance with the Traffic Management Act 2004 & Transport Act 2000 as part of the Penalty Charge Notice processing procedure.

How the Law allows us to use your personal data

  • performance of a contract to which you are a party (e.g. season tickets, resident permits)               
  • compliance with our legal obligations under relevant legislation and associated statutory guidance
  • law enforcement, prosecutions and Court proceedings
  • if we need to establish, exercise or defend our legal rights, including protecting public interest or in the exercise of official authority

What is your personal data used for?

  • To provide parking permits for use within Council operated parking places and resident parking schemes.
  • To enforce parking, waiting and loading restrictions in accordance with the Traffic Management Act 2004.
  • To process Penalty Charge Notices for Bus Lane Contraventions in accordance with the Transport Act 2000.

Will your personal data be shared?

Parking Services share personal information with the following organisations:

  • Driver and Vehicle Licensing Agency (DVLA)
  • Traffic Enforcement Centre (TEC)
  • Traffic Penalty Tribunal
  • Enforcement Agents if the Penalty Charge Notice remains unpaid
  • Police or security organisations to prevent or detect crime

How do we keep your personal data secure?

  • Information held electronically is in systems which are password protected and only accessible by authorised staff.
  • Paper records are kept securely in lockable cabinets and only accessible by authorised staff.
  • Training for our staff allows us to make them aware of how to handle information and how and when to report when something goes wrong.

How long will we keep your personal data?

The current records for Penalty Charge Notices and Parking Permits contain information from the last 15 years.  However work will be undertaken to reduce this, the aim is for Information in relation to permit applications will be retained for up to 2 years after the permit is cancelled and information in relation to Penalty Charge Notices will be retained for up to 2 years after the penalty charge case is closed.

Is your personal data processed overseas?

Personal Information is not sent outside the EEC to be processed.


At no time will your information be passed to organisations external to us and our partners for marketing or sales purposes or for any commercial use without your prior express consent.

What are your information rights?

Your Information Rights are set out in the law. Subject to some legal exceptions, you have the right to:

  • To have any inaccuracies corrected;
  • To have your personal data erased;
  • To place a restriction on our processing of your data;
  • To object to processing; and
  • To request your data to be ported (data portability)
